HillGenius's Tiro 1 Hits 99.4% Speaker Accuracy in Congressional Hearings

WASHINGTON, October 28, 2026 -- HillGenius today announced Tiro 1, the fully automated system that delivers its congressional hearing transcripts minutes after a hearing ends, and published a public test of its accuracy. Across 100 House and Senate committee hearings drawn at random, Tiro 1 attributed 99.4% of spoken words to the right speaker, measured against the official printed record from the Government Publishing Office. Tiro 1 also identified errors in that record: five passages where the printed transcript credits the words to the wrong person. Every result, every error and the files to rerun the score are at hillgenius.com/tiro-1.

Tiro 1 is a transcription system built only for Congress. It is designed for what general-purpose transcription gets wrong in hearings: the names of members, witnesses, bills and agencies, and who said each word.

The test covered 1,690 speakers and more than 1.6 million words. Members of Congress were attributed correctly on 99.99% of their words, and witnesses on 98.8%. Of the 1,690 speakers, 21 were wrong, and most of those were brief, such as a clerk calling the roll or members answering together.

“Government affairs teams quote hearing transcripts to their clients and their leadership, so they need to know who said each word,” said Zack Dareshori, Founder & CEO of HillGenius. “We ran this test ourselves, so we published everything needed to check it, down to every error and the files to rerun the score.”

The 100 hearings were drawn at random from the 143 printed committee hearings that HillGenius had never processed. Tiro 1 transcribed all 100 in production, the same way it transcribes hearings for customers. The scoring rules and scoring code were fixed before the draw, and each hearing’s reference was built from its printed record and frozen before any Tiro 1 transcript was scored. In total, Tiro 1 attributed 1,639,116 of 1,649,095 words correctly.

The five errors in the official record include a senator’s questions printed under another senator’s name and a federal judge’s testimony printed under another witness’s name. Tiro 1 named the right speaker in all five. Each example is on the Tiro 1 page, with the video and the printed page side by side.

Tiro 1 is fully automated, which makes it fast and lets it scale. For hearings HillGenius captures live, the finished transcript is ready a median of 11 minutes after the hearing ends, and processing does not slow down when many hearings run at once. Because no one edits a transcript before it is delivered, the test scored Tiro 1 exactly as customers receive it.

Tiro 1 is the result of two years of research and development, and it is patent pending.
